Brooklyn Public Library Ends Passport Services Following Federal Order

The Brooklyn Public Library has officially ended its passport application services after receiving a federal order from the U.S. Department of State. The decision follows a directive stating that nonprofit libraries are no longer eligible to participate in the Passport Acceptance Facility Program.

Last fall, the State Department sent cease-and-desist letters to hundreds of nonprofit libraries nationwide. The Brooklyn Public Library, which was the only one of New York City’s three library systems offering passport services, was among those impacted. Federal officials determined that existing law does not permit non-government nonprofits to collect passport application fees.

Since launching the program in 2011, the library processed nearly 300,000 passport applications, providing in-person services at its Central and Kings Highway branches. The service included passport photo options and generated revenue that library officials say was used solely to sustain the passport program itself, without affecting other services.

Members of Congress from both parties have urged the State Department to reconsider the decision. New York Senators Chuck Schumer and Kirsten Gillibrand were among lawmakers who signed a letter requesting that libraries be allowed to continue processing applications at least through the end of 2026. Supporters argue that libraries often serve as the most accessible passport facilities in many communities.

Residents can still apply for passports at participating post offices and at the Kings County Clerk’s Office, though officials have raised concerns about whether those locations can absorb the increased demand.
