Gov. Hochul to Sign Two Bills to Stop Predatory Robocalls

Gov. Kathy Hochul is expected to sign two bills today that will block the majority of robocalls and end spam calls.

“New Yorkers are fed up with annoying, predatory robocalls, and we’re taking action to stop them,” Hochul said about a package of legislation that will build on federal efforts to combat robocalls.

The first bill requires telecommunication companies to block robocalls from unfamiliar numbers, and the second bill requires voice services providers to ensure that calls are coming from the numbers they display.  

The state is ensuring that robocalls, which sometimes are part of “spoofing schemes,” are actually originating from the numbers they display because often illegitimate callers hide behind fake, invalid phone numbers.

“Robocalls are such a daily annoyance that no one wants to answer the phone anymore,” said State Assemblymember Amy Paulin. “You can't even trust calls from local numbers.”

  "This legislation will enable telecom companies to prevent these calls from coming in in the first place, as well as empower our state government to ensure that voice service providers are validating who is making these calls so enforcement action can be taken against bad actors," said Gov. Hochul of the legislation that will strengthen a 2017 rule made by the Federal Communications Commission (FCC) that allows telecommunications companies to block unwanted calls. 

"Robocalls are disruptive, pervasive, and serve no benefit to families and communities,” said state Senator Jeremy Cooney, who sponsored the two bills. “Blocking spam and robocalls can protect vulnerable consumer populations from predatory practices, in particular our seniors who have been targeted by scammers during the pandemic. 

“Stopping as many illegitimate calls as possible will help New Yorkers feel safe when using their phones.”
