Governor Hochul Announces $288 Million for Water Infrastructure Across New York, Including $114 Million for New York City

Governor Kathy Hochul announced that New York State has approved $288 million in grants and low-cost financing to support water and sewer infrastructure projects across the state, including $114 million for New York City to fund major water system improvements and lead service line replacement.

The funding was approved by the New York State Environmental Facilities Corporation (EFC) Board and is designed to help municipalities upgrade aging infrastructure while keeping water rates affordable for residents. The money comes from a mix of state funding and federal Infrastructure Investment and Jobs Act grants, administered through New York’s water infrastructure programs.

In New York City, the $114 million allocation includes state and federal grants, interest-free financing, and loan forgiveness through the LIFT program. The funding will support eight projects, including the replacement of 683 lead service lines in Brooklyn.


State officials say replacing lead service lines remains a top priority due to the long-term public health risks associated with lead exposure, particularly in older communities.

Health Commissioner Dr. James McDonald said the funding helps address health disparities and ensures communities can provide safe drinking water without placing additional financial strain on residents.

In addition to funding new projects, the EFC Board also approved a $579 million bond refinancing for New York City’s existing water and sewer projects. The refinancing is expected to reduce long-term debt costs and help stabilize water rates citywide.

While New York City received the largest share of the funding, communities across the state are also benefiting, with grants and low-cost financing supporting both drinking water and wastewater investments in regions throughout New York.
